Background:

The Tiger Hill Ground Water Storage Tanks reside on Tiger Hill at the southwest corner of the intersection of 9th Street (Lynn Lane) and Kenosha Street (71st). The storage tanks on top of the hill consist of (2) two one-million-gallon tanks and (1) one two-million-gallon tank. The easternmost tank, the 2-million-gallon tank, is currently undergoing a renovation project that consists of removal and replacement of the roof section, misc. upgrades and repairs, and internal and external coatings replacement.

During construction, it was found that under the base floor of the tank, due to tank leaks over the years, the supporting soils were undermined, and large void cavities are present. The flooring of the tank and foundations are outside of the scope of the rehabilitation project underway. In order to repair these void cavities without removal of the steel tank floors, an engineered solution has been developed by URETEK USA, LLC. to remediate the concern through injection of expansive polyurethane materials into the soil subgrade to fill the cavities.

This work shall consist of soil densification to strengthen base and sub-base soils under the steel tank floor, by furnishing and injecting expansive polyurethane material into the foundation soils beneath the floor through pre-opened holes (created by City/Contractor) with injection tubes inserted into holes (two rows zipper 4’ center pattern) at locations marked when crew onsite with  -4’ depths while monitoring for movement at the surface. 

Total area of injection shall be roughly 1,600 square feet of tank floor surface and shall consist of an estimated 7,500 pounds of void filling material. Due to the limited availability of investigation, the contract shall include a volume of 5,000 additional pounds of material for use due to unforeseen void spaces. The contract shall be billed out as a per pound basis with pricing based on the State of Oklahoma Statewide Contract SW0721, $5.21 per pound installed. Thus, the maximum not to exceed installation shall be $63,750, or 12,500 pounds of material.

To ensure fiscal responsibility and compliance with procurement policies, the department intends to utilize Oklahoma Statewide Contract SW0721 for this acquisition. Leveraging this contract secures competitive, pre-negotiated state pricing and streamlines the procurement process in accordance with state and municipal guidelines.

The funds for this purchase are available within remaining funds in project #2554480.

Staff recommends approval of the contract for void filling of the Tiger Hill tank floor through Uretek USA, LLC. in alignment with the Statewide Contract SW0721 in the value of $63,750.
