Background:
The Streets and Stormwater Department has budgeted for the purchase of one (1) John Deere Diamond Boom Flail Mower Attachment for the Stormwater Division of the Streets and Stormwater Department. Funds for this purchase are available in the Broken Arrow Municipal Authority (BAMA) Fund in the amount of $18,000 (Project No. 2453050, Account No. 2205305-570030).
The boom flail mower attachment will be purchased under the Sourcewell Contract number 070821-DMM. All State Departments, Boards, Commissions, Agencies, and Institutions, as well as Counties, School Districts and Municipalities may purchase items from this contract. Pricing under this contract is good until December 30, 2024.
Section 2-27 of the Broken Arrow Code addresses exceptions to the established competitive bidding process. It provides that supplies, materials, equipment or contractual services when purchased at a price not exceeding a price set by the state purchasing agency or any other state agency authorized to regulate pricing for items purchased by the state are excepted from formal competitive bidding. Purchase from the sourcewell is, therefore, authorized under City ordinance.
Base pricing of the boom flail mower is reflected in the attached quote. The quote also includes all necessary options for this machine. The Streets and Stormwater Department has identified the John Deere Diamond Boom Flail Mower from P&K Equipment, Inc. as the most responsible bid and, therefore, recommends its purchase from the Sourcewell Contract #070821-DMM.
