Background:
The City of Broken Arrow seeks to utilize external staffing and recruitment firms to support workforce needs across various departments, including information technology, engineering, finance, and administrative services. These partnerships provide flexibility in addressing workforce demands, assist in recruiting qualified candidates in competitive labor markets, and allow the City to evaluate candidates prior to full-time employment.
The proposed agreement with Archon Resources, LLC establishes terms for contract staffing, contract-to-hire conversions, direct hire recruitment, and payroll services.
Key Terms of the Agreement:
Contract Staffing
• Archon employees remain employees of the firm and are responsible for wages, benefits, and insurance
• Weekly invoicing; payment due upon receipt
• 40-hour/first-week guarantee: no charge if employee is not a suitable fit and replaced
• Contract employees remain under agreement protections for 6 months post-assignment
Contract-to-Hire Conversion
• Conversion fees based on hours worked, ranging from 20% down to 0% of annual salary
• Fee decreases as hours worked increase; no fee after threshold hours are met
• Conversion fee due at time of hire
Direct Hire Recruitment
• 20% placement fee based on first-year salary
• Applies to hires made within 6 months of candidate referral
• 90-day guarantee:
o 0-30 days: full refund or replacement
o 31-90 days: prorated refund or replacement
Payroll Services
• Payroll administration available for City-referred employees
• 35% markup rate
Screening Requirements
• Background checks and drug screenings conducted in accordance with City policy
Staff recommends approval of the agreement with Archon Resources, LLC to enhance recruitment capabilities, provide flexible staffing solutions, and support operational continuity across City departments.
Cost: Dependent on service as indicated in agreement
