Approval of an application for Transportation Alternatives Program (TAP) funding for Broken Arrow Creek Trail Phase 2, and authorization to execute Resolution No. 920 to Request Programming of Tulsa Urbanized Area Transportation Alternatives Funds

End

Background:

The City of Broken Arrow applied for Surface Transportation Program (STP) Transportation Alternatives Program (TAP) funds for design and construction of the Broken Arrow Creek Trail, Phase I, in 2015.  Design of that trail segment, from the Liberty Parkway trail north to the intersection of Ithica Place and First Place, is underway, and construction is scheduled to start in July 2017.  The current application (attached) is for FFY2015-2016 TAP funds to complete the trail from Ithica Place to Arrowhead Park on the north side of Washington Street.  The deadline for submittal of applications to the Indian Nations Council of Governments (INCOG) is May 20, 2016.

The request is for $792,621.84 75% federal funds, to be matched by 25% City funds in the amount of $264,207.28, for a total of $1,056,829.12.  The request exceeds the $500,000 maximum federal funds limit.  If only the $500,000 is awarded, the City will make up the difference in order to complete the project.

Funding of the local share will be from the 2014 Quality of Life GO Bond.

Cost:                                                                $264,207.28 local match if requested $792,621.84 federal funds are
received; $556,829.12 if $500,000.00 federal funds are received
