Approval of and authorization to execute a Use Agreement and Services Contract between the City of Broken Arrow and the Broken Arrow Seniors, Inc.

Background:
The Broken Arrow Seniors, Inc. (BASI) previously entered into both a Use Agreement and a Services Contract with the City of Broken Arrow.
The Services Agreement’s main terms are as follows:
• requires that the City of Broken Arrow pay to the Broken Arrow Seniors, Inc the sum of $4,674.50 per month to reimburse for an Executive Director and the sum of $3,000.00 per month to reimburse for a Volunteer/Events Coordinator and the sum of $2,500.00 per month for additional hours and programming offerings.
• The agreement runs from the date of signature until June 30, 2024.
• In addition, the revised Services Agreement allows the City Manager or his appointee to sit on the Recruitment Committee to select an Executive Director and requires BASI to keep the City Manager apprised of any situation that could affect the employment of the Executive Director.
• Allows the City to appoint one member of the Council to BASI’s Board of Directors.
• Requires the presentation of an organizational update at least one time per year.
• Requires an audit be conducted no later than 270 days after the end of BASI’s current fiscal year.
The Use Agreement’s main terms are as follows:
• Requires one sitting council member to be nominated to BASI’s Board of Directors.
• Restates the requirement of an organizational update at least one time per year.
• Adds the mandatory state law gun language required per 21 O.S. Section 1277.
• Provides for an expiration of the Use Agreement at the same time as the services contract, ie: June 30, 2024
Cost: $4674.50 per month for executive director and $3,000 per month for Volunteer/Events Coordinator and $2,500.00 per month for additional hour and programming
