Background:
The City of Broken Arrow has partnered with Remedy Health since 2023 to provide near-site clinic services designed to improve employee access to healthcare, enhance preventive care, and support long-term cost containment within the City’s health plan. The proposed agreement reflects a continuation of services with an updated pricing structure and service provisions effective May 1, 2026 through April 30, 2027, with additional renewal options 2027-2028, and 2028-2029.
Remedy Health was founded by Dr. Chris Sudduth in 2018 and is privately-owned and headquartered in Broken Arrow. Remedy Health has a location in Broken Arrow and has a number of other office locations in Oklahoma that serve other employers in the state.
The agreement includes a per-employee-per-month (PEPM) fee covering primary care services, standard laboratory services, and a defined no-cost pharmacy formulary. Under the proposed agreement, the following will be pass through costs to the city:
• Immunizations (both pediatric and adult)
• Covid/flu point-of-care testing
• Personal Health Assessments performed on-site at City locations
• Bio-identical hormone replacement therapy (pellets) for women
• Access to GLP-1 medications (e.g., semaglutide and tirzepatide) for employees diagnosed with diabetes
With the addition of GLP-1 medications for diabetics, there is also a potential savings that could be realized. In the event that 10% of our diabetic population decides to receive their medication from Remedy Health, this could save the plan up to $120,000.
Expanded optional offerings as a pass-through cost to the employee (member), the following will be made available:
• GLP-1 medications are available for pre-diabetes and for weight loss purposes
• Hyaluronic acid joint injections are $750 for set of 3 injections
• Platelet rich plasma (PRP) joint injections are $550 each
• High cost and specialty drugs
• A broad menu of IV therapy
• Bio-identical hormone replacement therapy (pellets) $700 for men
• Counseling services with Evolution Mental Health Services at a Remedy Health discounted price of $120 per session (discounted from $150) as well as preferential scheduling for Remedy Health patients
• Ketamine-assisted psychotherapy
• Individual laboratory tests greater than $50 not included in Exhibit D
Remedy has a same-day office visit guarantee for acute matters, a physician response in the patient communication application within 24 hours, and unhurried office visits with 90-minute appointment set-asides for new patient visits and 45-minute set asides for follow-up office visits.

Ensuring our employees have readily available and local care is essential in the benefits package we offer to our employees. The Insurance Advisory Committee and staff recommend approval of this contract with Remedy Health to be effective May 1, 2026.
Cost: PEPM cost increase of approximately $67,000 for 2026-2027. This does not include additional pass-through costs that may be incurred.
