Presentation regarding the Road Closure for Omaha Street between 23rd and 37th Streets in Association with Silverleaf Subdivision Public Improvements

Background:
Silverleaf is a new subdivision currently under construction and is located north of 51st street due east of 23rd street. This road closure request is to cross East Omaha Street (East 51st Street South) between 23rd Street (South 193rd East Avenue) and 37th Street (South 209th East Avenue) with new sanitary and storm sewer line for the residential housing addition.
Although the road closure is isolated, it will add approximately 3.75 miles to any commuter that has to follow the detour route from the impacted closure locations. The detour route has been supplied in the attached traffic control plan.
This road closure will not block any residential or commercial driveways and should not cause any problems for commercial vehicles that will be redirected as the detour routes follow existing main roadways.
Section 23-28 of the Broken Arrow Code provides for the closure of roads during construction. It provides that City personnel or contractors, while repairing or improving the streets of the city, and city personnel and utility companies, when installing, improving or repairing lines or other public facilities in the streets, are hereby authorized as necessary, subject to control by the City Manager, to close any street during the repair, maintenance or construction. Closure is, of course, predicated on the erection of proper control devices and barricades to warn and notify the public that the street has been closed to traffic.
The estimated start date, pending approval, is July 11, 2016, and pending weather conditions. The estimated time of road closure will be no more than two (2) weeks dependent upon weather. This estimated time includes, the excavation of the trenches, the installation of the new lines, and backfill and asphalt replacement operations. The timing is crucial since Broken Arrow Public Schools (BAPS) begin school on August 18, 2016. The Contractor wants to start and complete this work before school is in session.
The traffic signs will be placed in roadway prior to closure alerting the traveling public of the pending construction and detour.
