Consideration, discussion, and possible approval of project requirements and authorization to advertise for bids the Hillside Drive Retaining Wall structure

Background:
During the historic storm events in May 2019, the existing Hillside Drive retaining wall was damaged due to the substantial amount of rain the city received. The damage was evidenced by the buckled pavement on Hillside, a damaged and buckled concrete curb, a significant void located behind the wall, and gaps as well as bowing in the wall itself. All this evidence indicated that the wall was significantly damaged and posed a danger to passing pedestrian and vehicular traffic. After inspection by the City and discussions with City administration, the decision was made to close Hillside Drive to mitigate the public safety issue.
The Engineer of Record for the original wall and a surveyor were called in to detail the amount of wall movement, to evaluate the stability of the wall, and make recommendations for repairs/replacement. In short, the report indicated that a significant portion of the existing wall will need to be removed and rebuilt along with the addition of a drainage system to alleviate the evidentially significant amount of groundwater flow that is a root cause of the wall failure.
On July 16, 2019, the Council directed staff to design and construct a new concrete cantilevered retaining wall system to replace the existing segmental block wall system currently in place. The professional engineering consulting firm is now complete with the design and preparation of the construction documents. Staff is ready to advertise the project for construction. The consultant estimates that the demolition of the existing wall system and the subsequent construction of the new wall system will take 180 days. After discussing the construction time frame with the consultant, staff recommends the following steps be instituted in order to expedite the construction time frame.
(1) Limit the prospective bidders on this project to those who are pre-qualified by the State of Oklahoma, Department of Transportation’s pre-qualified bidders list as of October 2019.
(2) Utilize a construction contract with an incentive/disincentive based project delivery mechanism. Incorporate a unit cost items that pays $2,500 a day for every day the contractor comes in under the scheduled time up to 30 days maximum. Therefore, the maximum incentive cost is $75,000. Likewise, the governing body may deduct an equivalent amount of $2,500 a day for every day the Contractor is over the scheduled contract time of 180 days.
(3) Waive the work time restriction indicated in the Special Provisions of the Construction Contract to allow for extended work hours.
At the July 16, 2019, Council meeting the estimated cost was approximately $1,000,000 for the construction. The City has secured $1,200,000 for a budget. Staff recommends incorporation of the above requirements in the final Construction Documents. A project timeline has been attached for your viewing.
