Background:
The Fire Department has budgeted for the purchase of two LifePak 15 cardiac monitors. Funds for this purchase are available in the Fire Public Safety Sales Tax Fund in the amount of $84,000.00.
These cardiac monitors will be purchased under the Oklahoma Statewide Contract for Automated External Defibrillators, number SW300. All State Departments, Boards, Commissions, Agencies and Institutions, as well as Counties, School Districts and Municipalities may purchase equipment from this contract. Pricing under this contract is good until July 31, 2017.
Sections 2-27 of the Broken Arrow Code addresses exceptions to formal competitive bidding. It provides that supplies, materials, equipment or contractual services can be purchased at a price not exceeding a price set by the state purchasing agency or any other state agency authorized to regulate prices for things purchased by the state, then formal bidding is not required. Utilization of the state contract in this case is more advantageous than bidding the product.
Base pricing and selected options for these cardiac monitors are reflected in the attached bid tabulation. The Fire Department recommends the state bid from Physio-Control as the most advantageous bid. As part of their bid, the vendor, Physio-Control has included a credit of $10,000.00 for trading-in the two obsolete cardiac monitors, which the new units will replace.
Staff recommends purchasing two LifePak 15 cardiac monitors from Physio-Control, inc. off of State Contract SW300 and declaring two obsolete LifePak 12 cardiac monitors surplus.
Cost: $75,040.02
