title

Approval and authorization to execute the agreement between High Five Media and the City of Broken Arrow regarding the publication of the 2026 General Obligation Bond Voter Guide and waive the competitive bid process as the agreement is a continuation of an existing contract

Background:

The General Obligation Bond initiative that will go to the voters includes $415 million dollars in seven propositions of capital improvement projects for Transportation, Public Safety, Parks and Recreation, Public Facilities, Stormwater, Drainage, and the South Broken Arrow Library. If approved by voters, the Bond initiative will not raise property taxes.

An 8th proposition includes $53 million dollars for improvements to Broken Arrow sports facilities where youth and adult organizations participate in athletic programs like soccer, fast-pitch softball, baseball, football, and lacrosse. It would also include general infrastructure improvements to the internal roadway, parking lots, and lighting at the sports complexes. Proposition 8 would ask voters to approve or deny a temporary, five (5) year sales tax increase of half of one cent to be dedicated to these athletic facility improvements. If approved, the increase would be implemented on July 1, 2026, and expire on June 30, 2031.

As part of the public education campaign to inform the citizens of Broken Arrow about the 8 propositions that will appear on the ballot of the April 7, 2026, election, a comprehensive General Obligation Bond Voter Guide will be mailed to approximately 46,000 houses in Broken Arrow in mid to late March.
