PUD (Planned Unit Development) 268A Minor Amendment is located east of 9th Street, one-quarter mile south of Houston Street.  The project site currently contains 39.41 acres zoned Industrial Light (IL)/ PUD-268.

 

On March 7, 2017, the City Council approved BAZ-1971 to change the zoning designation on a 26.2-acre undeveloped tract located east of the existing Alfa Laval facility from A-1 (Agricultural) to IL (Industrial Light) subject to the property being platted and a PUD being submitted and approved by the City Council. On December 5, 2017, the City Council approved PUD-268 to expand the Alfa Laval facility, subject to platting and to conditions of approval. One of the conditions required the dedication of street right-of-way (ROW) to extend E. Nashville Street to the eastern boundary of the site. The Deed of Dedication was accepted by the City Council on March 6, 2018 and recorded in Tulsa County on March 8, 2018. On April 3, 2018, the City Council approved a preliminary/conditional final plat for Alfa Laval. A request to vacate the “Amended Plat of Lynn Lane Industrial Park” is being processed simultaneously with the Alfa Laval plat.

 

With PUD-268A, Alfa Laval, Inc. is proposing to modify the PUD to eliminate the requirement for roof-mounted mechanical equipment to be screened. As proposed, the office building will have a peaked roof that slopes east and west, yet the front wall is proposed to be concrete tilt-up that extends above the peaked roof. The manufacturing building will only slope to the west. Alfa Laval plans to expand the manufacturing building in the future and, at that time, the addition will slope to the east.

Recommendation:                      

Based on the Comprehensive Plan, the location of the property, and the surrounding land uses, Staff recommends that PUD-268A be approved.
