Background:
STP-172N(45)IG of City of Broken Arrows Project # ST0914 - 23rd Street Improvements from Houston Street to Kenosha Street project includes: pavement widening from 2-lanes to 5-lanes with curb and gutter, stormwater improvements, waterline improvements, sanitary sewer improvements, addition of both sidewalk and side path, new traffic signals at 23rd & Houston, and construction of a new bridge over SH51 (Broken Arrow Expressway). Due to federal funding being utilized, the project was bid and awarded by the Oklahoma Department of Transportation (ODOT) with Sherwood Construction being awarded the job. The project is currently under construction with the contractor being overseen by ODOT’s construction management consultant Benchmark.
During construction, several issues have arisen that require a change order to the executed as bid contract. In anticipation of this expected Change Order, the City of Broken Arrow successfully worked with ODOT and Indian Nation Council of Governments (INCOG) to reallocate federal funds from another Surface Transportation Project (STP), STP-272A(080)IG J/P No. 30917(04)(05) also referenced as City of Broken Arrow Project No. ST1412, to this project. On December 19, 2023, Council approved and authorized the execution of Supplement #2 to the Project Maintenance, Financing, and Right-of-Way Agreement for STP-172N(455)IG J/P No. 26308(04)(05)(06)(07). This Supplement #2 reallocates $1,500,000 to this project.
Change Order #3 addresses the following additions /deletions/changes to the contract:
This change order is being added to the contract to compensate the contractor for the additional work of removing the existing asphalt pavement roadway that was not identified in the original plans and to add the items necessary to stabilize the soils under the existing roadway and the bridge header due to the soils in the area having a high plasticity index. The associated line items that are already within the bid contract shall be extended accordingly to the attached change order documents. The addition of the Lime Tonnage line item is being added to the contract as it was not part of the original bid documents.
The total cost for Change Order #3 amounts to $734,748.64
