The applicant is requesting an exception to the following portion of the Zoning Ordinance regarding the exterior building materials for the Broken Arrow Recycling and Transfer Facility.  The applicant is proposing to use metal siding and partial EIFS on the East side of the proposed building facing 23rd East Avenue (County Line).

5.8 H. 1. Building Facades

All new construction or renovation of existing structures in these districts that are located on a lot adjacent to an arterial street or highway shall have those vertical exteriors that are facing the arterial street or highway constructed of but not limited to: masonry, concrete panels, glass block, glass curtain walls, Exterior Insulated Finished Systems (EIFS), or stucco. EIFS, however, shall not be used as the primary exterior building material. Metal finishes, wood, plastic, and other masonry material may be considered and approved by the Planning Commission through the site plan review process. These approved materials are not required on exteriors facing rear alleys, or on portions of the building not facing a public or private street. All facade designs and materials shall be approved through the site plan process.

The property, which is located one quarter mile south of the southwest corner of Houston Street and 23rd Street, is currently zoned IH.  The proposed building will house a recycling facility on the property.  Before the building can be constructed, the unplatted property must be platted.  The conditional final plat was approved by the City Council on July 15, 2014, subject to a checklist. The proposed site plan is currently being reviewed.

The east side of the property is located in the 100-year floodplain of Broken Arrow Creek.  While the property fronts onto 23rd Street, no access is currently planned to 23rd Street because of the 100-year floodplain.  Access to the property will be from the north through a mutual access easement that connects with Houston Street.

Recommendation:                     Approve ST14-121 Broken Arrow Recycle and Transfer Facility for the use of metal siding and Partial EIFS on the East side of the proposed building facing 23rd Street (County Line), with the following conditions:
1. All existing trees and vegetation, within and around the stormwater reserve and floodplain, on the east side of this property shall be maintained in its natural condition.
2. No freestanding signs shall be permitted east of the proposed building.
