Background:

Portions of the County Line Trunk Sewer, which was constructed in 1984, have deteriorated over time due to the hydrogen sulfide gases vented off from the wastewater within the system and is need of repairs or replacement.  Recent wet weather has exposed a number of line failures resulting in sanitary sewer overflows (SSO’s), commonly referred to as bypasses, which in turn have created sinkholes, thereby, necessitating emergency repairs.  The most problematic portion of the line is from it junction with the Broken Arrow Creek Trunk Sewer, approximately one (1) mile north of the Lynn Lane Wastewater Treatment Plant (LLWWTP) just north of Jasper Street (E. 131st Street South), to about New Orleans Street (East 101st Street South).

 

In the 1980’s, when the line as installed, the material choices available for large diameter sanitary sewer lines were very limited.  The line is constructed of concrete cylinder pipe, which is very susceptible to corrosion from hydrogen sulfide gas emitted by sewer flows.  Staff has been reluctant to schedule wholesale rehabilitation of the line until the Wastewater Master Plan recommendations for line replacement sizes and types were received.  The draft Plan was submitted in April and is now under review.  Staff has requested addition of the engineering and construction on the Oklahoma Water Resources Board (OWRB) priority list.  A request for a Clean Water State Revolving Fund (CWSRF) loan is being prepared.

 

In an effort to expedite the replacement of the replacement of the Lynn Lane Trunk Sewer from the Plant north to the junction of the County Line Trunk Sewer and the Broken Arrow Creek Trunk Sewer, the Engineering and Construction Department resurrected design plans that were begun a few years ago but placed on hold until the Wastewater Master Plan could be completed to a point that the new size line was determined.  The Utilities Department is scheduling the line replacement for the Lynn Lane Trunk Sewer using in-house labor and equipment to be performed this winter.

 

With respect to the County Line Trunk Sewer, Staff solicited a proposal from Professional Engineering Consultants, P.A. (PEC) for the design of the 21,000-foot (4.0 mile) segment from the junction with the Lynn Lane Trunk Sewer, just north of Jasper Street (East 131st Street South), to Washington Street (East 91st Street South).  A design fee of $665,150.00 was negotiated by the Department of Engineering and Construction.  The engineering and design of the County Line Trunk Sewer will be funded from BAMA Sewer R&C.  The estimated $11,500,000 construction cost will be funded from a future OWRB CWSRF loan.  Funding for professional engineering services will be from BAMA Sewer R&C.  Staff recommends that the Authority approve the Agreement and authorize its execution.
