Background:
The City of Broken Arrow developed a Master Plan for the city’s downtown 12 years ago to set forth a revitalization of the commercial area along Main Street and the surrounding residential neighborhoods. The use of public dollars to spark the revitalization with public improvements and venues saw and continues to see private dollars being invested with new retail, restaurant and business.
While the revitalization and renewed interest in downtown is apparent, the adjacent residential neighborhoods, especially the oldest neighborhoods west of Main Street have seen homes in dilapidated states demolished, some renovations and some new homes constructed.
As the downtown Main Street development continues, interest in residential development has been on the rise the last year. City staff met with stakeholders earlier this year and began to formulate a plan that would help redevelop the neighborhoods with both new housing options and material options for existing housing being renovated.
Earlier this year, the City Council authorized the City Manager to establish a 5-member coordinating committee to review and recommend residential development standards in the Rose District. In addition, a Request for Proposal (RFP) to select a Professional Consulting firm to assist in the development of the overlay district with specialized development standards was developed. The study area encompasses one square mile located south of Kenosha Street, North of Houston Street, east of Elm Place and west of 9th Street.
Interviews with firms occurred in April 2016. The firm ADG, Inc. is being recommended.
City staff recommends approval and authorization to execute an agreement with ADG, Inc. in the amount of $95,000. This will be funded initially with sales tax capital improvement (STCI) funds, which will be reimbursed by Vision 2025 surplus funds.
Cost: $95,000 (STCI, to be reimbursed by Vision Funds)
