Approval of and authorization to execute a 5-year contract with Axon Enterprises for Evidence.com for the Police Department pursuant to the Oklahoma Statewide Contract

Background:

In the last two years, just over 140,000 digital evidence assets have been collected and uploaded into the police department’s current digital evidence solution.  The current system’s server is nearing the end of its lifespan and the process of retrieving and processing digital evidence for subpoenas and court proceedings is time consuming.  Given these conditions, the police department would like to move to Axon’s digital evidence management system.

Evidence.com will allow for the direct upload of assets (photos, videos, surveillance footage, etc.) to their secure cloud-based digital evidence system.  This includes assets from both officers and citizens.  Not only will the uploading of digital evidence by officers be more streamlined, Evidence.com will allow officers to share links with victims and witnesses.  This will allow the parties to upload their assets, usually in the form of surveillance footage, directly to Evidence.com.

When digital evidence is needed for a subpoena or prosecution, the digital assets can be moved directly between users of the system or shared through a portal.  This is compared to the current process where the digital evidence is searched, exported and then uploaded again.  Both the Tulsa County Attorney’s Office and the U.S. Attorney’s Office for the Northern District of Oklahoma already use Evidnece.com, and they favor this solution.

This solution also includes an upgrade to the cameras in the interview rooms at the police department.  The recordings of interviews and interrogations will automatically be uploaded to Evidence.com.

Evidence.com will significantly increase efficiency compared to our current processes and will allow for future expansion, additional products, and better interoperability between devices and systems including the recent addition of Axon Fusus within the Real Time Information Center.

Axon Enterprises is an approved vendor on the Oklahoma Statewide Contract OK-MA-145-21-100 (PA-Oklahoma OK SW0157A).
