Consideration of approval of the Fiscal Year 2023-2025 collective bargaining agreement with the International Association of Firefighters (IAFF) Local No. 2551
End
Background:
The City’s negotiating team began contract negotiations in April for a new collective bargaining agreement to begin July 1, 2023. The negotiation team consisted of Cindy Arnold, Finance Director, Jeremy Moore, Fire Chief, and Kelly Cox, Human Resources Director.
After over eight months of negotiations, the bargaining teams have reached a tentative agreement. The IAFF voted on the tentative agreement the week of December 11 and their membership subsequently approved the tentative agreement.
The tentative agreement, is a two-year agreement effective July 1, 2023 and valid through June 30, 2025. The tentative agreement includes the following changes:
Article 3-Authority and Term
• Two-year (2) agreement terms
Article 10-Health and Safety
• Language added to appoint a physical fitness committee with equal representation from both the employer and the Union to develop a comprehensive physical fitness incentive program for the mutual benefit of the parties and will review problems, complaints and program changes and recommendations. All recommendations are of an advisory nature and shall be in writing. Any recommendations developed during the term of this agreement are non-binding and non-enforceable unless incorporated into a subsequent CBA.
Article 11-Union Business
• Attendance at PFFO conferences, conventions, meetings and/or seminars will now be included in 144 hours of paid union leave. The City will no longer pay for attendance, travel, meals or accommodations for conventions, conferences, meetings and/or seminars held by the OSFA or the PFFO.
• Changes union negotiating paid time off from five attendees to three attendees.
Article 17-Longevity
• Changes longevity to begin with the 2nd year of service. The new longevity program provides $325 for each year of completed service (max of 25 years of service/$8,125). Prior contracts provided longevity starting at 5 years of service in the amount of $100 for each year of completed service (max of 25 years of service/$2,500).
Article 18-Vacations and Holidays
• Language clarifications
• Includes MOU language into the end of the article (transfer from 40 hour per week to 24-hour shift schedule)
• Includes language to allow for immediate use of all vacation on an on-going basis
• Changes maximum carryover to maximum accumulation; Increases maximum accumulation to twice one’s annual accrual
• Includes payout for employees transferring from 24 to 40-hour work week
Article 21-Hospitalization, Surgical, Major Medical Insurance and Term Insurance
• Language clarifications
• 5% increase in city contributions effective July 1, 2023
• An additional 5% increase in year two, effective July 1, 2024
Article 22-Sick Leave (City settlement article presented 11/1/23)
• Increase to number of days allowed for each tier of sick leave incentive (max 4 days)
Article 26-Military Leave (Article 26 was Working Out of Classification)
• Changed article to Military Leave from Working Out of Classification which was eliminated in this Contract. References paid military leave required by state or federal laws (currently 240 hours each federal fiscal year) and references an employee on active duty may choose to use his/her accrued vacation leave or take a leave of absence without pay. Use of sick leave is not authorized for military leave of absence.
Article 27-Compensation
• 8.5% increase year 1
• 3% increase year 2
• Language clarification
• References clothing allowance as a part of wages (previously stated in article 28)
• Changes EMT license incentive amounts and eligibility’
• Provides language regarding license suspension and license eligibility and states the “Medical Director shall not suspend an employee’s authorization in an arbitrary or capricious manner.”
• Provides a weekly stipend for members transferred from a 24/48 shiftwork schedule to a 40-hour workweek.
Article 28-Uniform Allowance and Protective Gear
• Places dollar limit on Rx contacts ($90) and Rx eye glasses (up to $200)
Article 32-Death Benefit
• Increases death benefit to $25,000
Article 35-Duration of Agreement
• Two-year agreement
• Begins July 1, 2023, ends June 30, 2025
AOP 2-Job Descriptions
• Designates non-bargaining unit positions in the AOP
• Revisions to 2019 Deputy Chief Job Description
AOP 3-Uniforms and Minimum Staffing
• Includes light duty personnel assigned to Administration the allowance to wear civilian clothing
• Removes requirement of tie to be worn with a long sleeve shirt (changed from shall to may)
• Minimum Staffing changes the callback from seniority based to time and date based; and does not backlog opportunities. Also, revises the procedure for mandatory callback.
AOP 4-Promotions
• Removes IAFF approval from all Promotional Notices
AOP 5-Grooming
• Allowance of handlebar moustache.

This contract will be retroactive to July 1, 2023.
The total direct costs for year one are for current personnel and include the differences in longevity, stipends, insurance contributions and the 8.5% across the board increase (no merit/step included) for year one; those costs total approximately $1,975,505.09. Year two (salary and longevity) is estimated to cost an additional $536,105.78 which does not include steps. Year two insurance increase is estimated to cost an additional $122,779.65. Year two total direct costs are approximately $658,885.43 (salary, longevity and insurance).
