Background:

On October 28, 2016, Tri-Star Construction, LLC was awarded the 2016 Excellence in Construction Award by Associated Builders and Contractors, Inc. (ABC), Oklahoma Chapter, for the Stoney Creek Hospitality Hotel and Conference Center Earth Change Project in the $2 million to $5 million Site Work and Landscaping Category.  In conjunction with its award, the City of Broken Arrow, as owner of the project, also received an award for the construction of the project.

In 2014, the City of Broken Arrow entered into an agreement with Stoney Creek Hospitality for the design and construction of a conference center associated with their hotel.  By January 2015, the City acquired the 15 plus acre site and Stoney Creek Hospitality began the site layout and design effort.  In July 2015, the City through its contractual relationship with Stoney Creek Hospitality funded the first construction phase of the project - the Earth Change effort.

This effort included the excavation of nearly 180,000 cubic yards of earth material, which included over 60,000 cubic yards of rock.  The cut excavation along the eastern side of the property approached depths of 30 feet.  In an effort to ensure safety, the contractor requested that one lane of traffic along the north side of Albany be blocked off to create a barrier for the trucks entering and exiting the site.  Tri-Star Construction performed above and beyond expectations.  Their scheduling of the vehicles and overall site management and control truly resulted in a remarkable project.  Much of the waste material was placed in other locations within a mile of the site, including the Neighborhood Wal-Mart near Albany Street and 9th Street, in order to reduce the overall construction cost and promote more local development in this corridor and within our community.

This project is a crucial element of the City Council’s vision to create opportunities and economic development within our community, specifically along the Albany Street Corridor in the northern part of our city.  This project is a joint venture between the City of Broken Arrow and Stoney Creek Hospitality Corporation.  The funding comes from both public and private sources, including a General Obligation for the City of Broken Arrow, Vision 2025 proceeds, and private funding from Stoney Creek Hospitality Corporation.

The Earth Change Project was completed in January 2016, which was only one year of design and construction.   This is truly a remarkable task considering the number of steps that had to be taken and hurdles that had to be cleared to ensure proper utilization of public funding with private interest.  The City of Broken Arrow staff would like to acknowledge the tremendous efforts of the project team which truly brought the Council’s vision into a reality: Tulsa County and PMG for their oversight, Stoney Creek Hospitality team for their coordination, Cowan Group, LLC for their design expertise, and Tri-Star Construction, LLC for their outstanding performance.
