Background:

The city’s negotiation team including Michael Bates, Labor Relations Consultant, began contract negotiations in March 2015 with the International Association of Firefighters Local No. 2551 for a Fiscal Year 2015-16 labor agreement.  On July 16, 2015, the bargaining teams reached a tentative agreement.  The Local membership has ratified the proposed agreement.  The Collective Bargaining Agreement (CBA) is now being presented to the City Council for approval.

 

The proposed agreement provides for several changes that are either administrative or procedural only.  These changes relate to:

 

1.                     Updated grievance procedure, union business, injury leave, dues deduction and sick leave language (see pages 4-6, 9, 18, 23-25 of the CBA);

2.                     Adding spouse’s grandparents to the definition of immediate family as defined for the funeral leave benefit (see page 11 of the CBA);

3.                     Vacation and holiday scheduling and conversion procedures (see pages 13-17 of the CBA); and,

4.                     Adding a payroll deduction for bargaining unit members electing to enroll in the Union’s vision materials benefit (see pages 19-22 of the CBA).

 

Those changes that may have a substantive economic impact in the proposed agreement include:

 

1.                     A 3% base wage increase for all bargaining unit members; and,

2.                     A 15% increase in the health insurance contribution for bargaining unit members.


Cost:                                                                $529,500.00
