Background:

The Fire Department is requesting approval to purchase twelve (12) Stryker LifePak 35 cardiac monitor/defibrillators at a total cost of $649,010.20. This equipment will be purchased under the Oklahoma Statewide Contract SW300 for Automated External Defibrillators, which authorizes state departments, boards, commissions, agencies, institutions, counties, school districts, and municipalities to purchase directly from the contract without formal bidding. Pursuant to Section 2-27 of the Broken Arrow Code, utilizing this contract satisfies purchasing requirements and is more advantageous than undergoing a formal bid process.

These cardiac monitors represent the newest technology offered by Stryker Medical and are significantly different from the current model in use. The existing generation of LifePak 15 cardiac monitors is being phased out by the manufacturer, making continued support and replacement more difficult. Due to this change and in order to maintain operational consistency across the department, the Fire Department is replacing more units than initially projected.

Stryker Medical is offering a $5,000 trade-in credit for each of twelve (12) existing cardiac monitors, resulting in a total trade-in value of $60,000, which has been applied to the overall pricing.

The Fire Department recommends proceeding with the purchase of twelve (12) new LifePak 35 monitors from Stryker Medical under State Contract SW300 and declaring twelve (12) of the current monitors surplus for trade-in.

Funding for this purchase is budgeted and available in the Sales Tax Capital Improvement Fund.
