Approval of and authorization to purchase one (1) 2027 F450 From Vance Country Ford, pursuant to Statewide contract SW0035 for the Wastewater Treatment Plant

Background:
The Utilities department requests the purchase of one (1) new 2027 Ford F450 with 100 gallon fuel pod, 9 foot flatbed with gooseneck hitch. Funding for this purchase was approved in 329 Replacement Fund portion the FY2027 budget and identified as project 2754370 for the purchase of a 1 Ton Single Cab Truck with Flatbed in the amount of $110,000. This unit is was scheduled to replace unit #0422 as it has reached the end of useful life and was undersized for the needs of the waste treatment plant division. Unit #0422 was approved for liquidation by the governing body and sold at auction last fall.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing the unit from Vance Country Ford pursuant to Statewide Contract SW0035. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing a durable, high-quality asset within the approved project budget.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from state contracts and other purchasing consortiums, eliminating the need for formal competitive bidding. Sourcewell contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
Staff has determined the quote to be responsible and recommends purchasing this unit from Vance Country Ford pursuant to Statewide Contract SW0035.
