                     Approval of and authorization to execute a Memorandum of Understanding between the City of Broken Arrow and Tulsa Community College for internship and training opportunities with the Broken Arrow Fire Department

Background:

The Tulsa Community College (TCC) and the Broken Arrow Fire Department (BAFD) wish to participate in a mutually beneficial Internship program.  The program will provide training opportunities provided by the Broken Arrow Fire Department to Tulsa Community College students, who will receive college credit hours and applicable certifications. 

 

TCC students will be enrolled in the TCC Fire and Emergency Medical Services (FEMS) degree program and be selected by BAFD to participate in the FEMS Internship.  These students will be allowed to participate in BAFD classroom lectures, training exercises, physical fitness activities, tests, quizzes other examinations or assessments and any other components commonly associated with a traditional fire department basic training academy. 

 

Students participating in the program will be required to have their enrollment paid in full or be participating in an approved financial aid program.  TCC will be responsible for providing the student interns with an appropriate level of medical insurance and liability coverage and all participants will complete a release of liability for the City of Broken Arrow. 

 

Students will receive up to 9 college credits that may be applied as determined appropriate to the FEMS degree program.  Students will be required to purchase and wear a uniform dictated by the Broken Arrow Fire Department; interns shall comply with all BAFD policies and procedures; interns may be removed from the program for policy infractions; interns will not be responding to emergency scenes; interns shall not be placed in a situation beyond their level of training; and interns shall have no expectation or promise of employment by the City of Broken Arrow.  

The BAFD will be entitled to reciprocal instruction of equal college credit hours to be used by the BAFD for any eligible employee or employees for any Fire and Emergency Services (FEMS) class or courses, including the TCC Paramedic Course (approximately $4,800).  Instruction provided by the BAFD will be at no cost to TCC.  Instruction provided by TCC to BAFD employees will be at no cost to the BAFD.

 

Benefits of the program to BAFD not only include reciprocal instruction hours for employees, but also provide BAFD administration the opportunity to evaluate students as potential future BAFD employees throughout the academy.  Furthermore, if a student is subsequently hired, the city will save the employment costs associated with 20 weeks of salary and benefits for those employees hired after the training academy; a cost of approximately $14,000 per person.
