Background:
Since 2003, the City has periodically awarded unencumbered contracts for Portland Cement Concrete Street Repairs. These contracts contain unit prices for minor repairs to streets, curbs and gutters, sidewalks, driveways, handicap ramps, manhole and water valve adjustments, and other concrete structures at various locations throughout the City. When a need arises, the Streets and Stormwater Department Director identifies the extent of the work and issues a work order on the contract based on the as-bid unit prices. The contracts have proven to be a time and labor saver for Streets and Stormwater, as well as other departments. The contracts are for one year, renewable for up to two additional years by mutual agreement by the City and the contractor, at the same unit prices. The 2013 contract expired October 1, 2015.
The 2016 Portland Cement Concrete Street Repairs was advertised for bids on February 3 and 10, 2016, and bids were opened on March 3, 2016. Six bids were submitted. The low bid was submitted by Cherokee Pride Construction, Inc., in the amount of $167,830.00. The second low bidder was Tri-Star Construction, LLC in the amount of $198,820.00. The engineer’s estimate was $214,317.00. The Certified Bid Tabulation is attached.
The volume of work in the upcoming year justifies awarding two contracts to the first and second low bidders, as was done in 2003. This would provide more flexibility in accomplishing the work. Staff recommends awarding two contracts, to Cherokee Pride Construction, Inc., and to Tri-Star Construction, LLC. Pursuant to their attached letters, both contractors have agreed to an extension of the award date and to the method of administering the contracts.
Funding for individual work orders can come from GO Bonds, Sales Tax Capital Improvements, or the Broken Arrow Municipal Authority.
Cost: To Be Determined, estimated at $366,650.00.
