Background:

The City of Broken Arrow was awarded a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Transportation Discretional Grant for the Reconnecting Broken Arrow: Planning for Multimodal Improvements Project in June of 2023. The grant provides for planning and 60% engineering for multimodal improvements along several interconnected corridors that are currently divided by an urban freeway (Broken Arrow Expressway). Possible improvements will include new multi-use trails, side-paths, and bridge and highway interchange reconstruction.

The City selected Garver as the engineering consultant for the project following the solicitation of proposals and interview selection process held in September of 2023. The City entered into an agreement with the United States Department of Transportation on September 18th of 2024 for execution of the grant funded project. The planning grant project provides for preliminary engineering design, environmental planning and services, public outreach and coordination, and preliminary right-of-way and utility planning and coordination. The total Federal funding for the project is $5,840,000.00 with the City contributing a 20% match of $1,460,000.00 from 2018 GO Bond Funds.

One aspect of the grant is public outreach and to that end, a public meeting has been scheduled on April 23rd. At this meeting there will be discussion of project goals and scope, existing conditions, proposed improvements, project next steps, overall timeline, but most importantly public input. The goals of the study are to reconnect corridors divided by the Broken Arrow Expressway; improve safety; provide accessible transportation options; improve connections to schools, parks, employment and retail; and propose solutions informed by community input.
