Approval of and authorization to execute the Windstream Agreement to provide connectivity for the RTIC intersection cameras

Background:
The IT department is requesting to enter into an additional agreement with Windstream to provide Internet services at key traffic signal intersections throughout the city. This connectivity will enable the integration of traffic camera feeds into the City's Real-Time Information Center (RTIC), significantly enhancing public safety monitoring and law enforcement response capabilities.
As part of the City’s commitment to public safety and technological innovation, the Police Department and Information Technology staff are working jointly to expand the City’s Real-Time Information Center functionality. A critical component of this initiative involves accessing live feeds from traffic cameras positioned at high-priority intersections.
Currently, these intersections lack sufficient network infrastructure to transmit live video feeds. Windstream has been identified as a capable provider that can deliver reliable Internet services to these locations through a cost-effective and scalable solution.
After evaluating multiple options, the IT department and Police Department determined Windstream to be the most feasible provider for this initiative. A proposal was solicited from Cox Communications for the same level of fiber service and bandwidth; however, their construction fees were significantly higher. Additionally, a third ISP provider was not available that could support all 30 intersections citywide.
We also considered utilizing cellular internet solutions, including AT&T FirstNet, but such carriers strongly discourage constant video streaming due to bandwidth constraints inherent to cellular infrastructure. Moreover, cellular solutions cannot reliably support simultaneous streaming of five video lenses per intersection.
To ensure long-term viability and avoid premature upgrades, bandwidth requirements were meticulously calculated based on the need to stream five camera lenses at each location continuously, 24/7. The proposed solution from Windstream includes sufficient overhead to accommodate a few additional cameras per intersection, if needed, without requiring an immediate bandwidth increase or added cost.
Additionally, this agreement leverages Windstream’s newly installed fiber infrastructure, which includes a 99.99% Service Level Agreement (SLA) for uptime. This SLA means that network availability is contractually guaranteed to be operational at least 99.99% of the time each month-equating to less than five minutes of expected downtime per month. This level of reliability is critical for continuous real-time video transmission and uninterrupted public safety operations.
