Approval of bids received, award of the lowest responsible bid to RGroup, Inc., and approval of and authorization to execute a construction contract for Nienhuis Park Football Fields Synthetic Turf Conversion (Project No. 176020)

Background:
The four football fields at Nienhuis Park are currently natural grass fields. Inclement weather and intense usage both cause degradation of the playing surfaces. The synthetic turf conversion project for fields 2 and 3 will greatly increase the quality of the fields, as the underdrain system will remove stormwater from the fields, and the synthetic turf can support intense use of the fields without significant degradation.
The project was advertised for bids on November 8 and November 15, 2016. Bids were opened on December 6, 2016. Seven (7) bids were submitted. Two bids were determined to be unresponsive. The lowest responsible bidder was RGroup, Inc. in the amount of $1,191,632.00 for the base bid, $1,260,432.00 for the base bid + Alternate no. 1, $1,345,077.00 for the base bid + Alternate no. 2, and $1,413,877.00 for the base bid + Alternate no. 1 + Alternate no. 2. The architect’s estimate was $1,214,000.00 for the base bid, $1,308,250.00 for the base bid + Alternate no. 1, $1,328,000.00 for the base bid + Alternate no. 2, and $1,422,250.00 for the base bid + Alternate no. 1 + Alternate no. 2. The certified bid tabulation is attached. Staff recommends award of the base bid construction contract to RGroup, Inc. as the lowest responsible bidder. The recommendation letter from the architect is attached.
Partial funding for this work is from the 2011 and 2014 General Obligation Bonds ($1,141,632.00). The Broken Arrow Youth Football League (BAYFL) is donating $50,000 for the construction of the project.
Cost: $1,191,632.00 (including $50,000.00 from the BAYFL)
