BAZ-2051, BAZ-2052, and BAZ-2053 are requests to change the zoning designation on a total of 102.22 acres from A-1 (Agricultural) to CH (Commercial Heavy). This purpose of this rezoning request is to facilitate the future commercial development within the Creek Turnpike corridor. The unplatted property is located east of the Creek Turnpike, from Kenosha Street (71st Street) to Houston Street (81st Street).
Included in this rezoning are four separate parcels under the ownership of three separate property owners. Each property owner submitted a rezoning application for their property(s), but requested that all applications be considered together.
Surrounding land uses and zoning classifications include the following:
North: A-1 and IL Turnpike Right-of-Way & Commercial Business
East: CH, IL, & A-1 Tractor Supply, Timber Ridge Business Park, & Undeveloped
South: A-1 Turnpike Right-of-Way
West:A-1 Turnpike Right-of-Way
According to the FEMA maps, none of this property is located within a 100-year floodplain area. Water and sanitary sewer service to this site are available from the City of Broken Arrow.
The Future Development Guide of the Comprehensive Plan adopted by the City Council in September of 2019 shows this area as Level 6. The CH zoning being requested is considered to be in accordance with the Comprehensive Plan in Level 6.

Recommendation:
Based on the Comprehensive Plan, the location of the property, and the surrounding land uses, Staff recommends that BAZ-2051, BAZ-2052, & BAZ-2053 be approved subject to the property being platted in accordance with the City of Broken Arrow Subdivision Regulations.
