Background:

The Broken Arrow Bicycle and Pedestrian Plan is part of the Tulsa Regional Bicycle and Pedestrian Master Plan that is also known as The GO Plan.  The GO Plan was endorsed by the INCOG Board of Directors on December 8, 2015.  Broken Arrow is a member jurisdiction of INCOG and played an active role in development of The GO Plan.  The GO Plan is a resource for bicycle network recommendations, pedestrian design approaches, policy and funding recommendations, and design guidance.  The bicycle and pedestrian network is not only a method for providing recreation and exercise, but is to be used as an alternative means of transportation within the overall transportation network.

 

The following trail corridor is in the planning stages:

 

1.                     Broken Arrow Creek Trail - phase I project.  The trail begins at the Liberty Parkway Trail Head (Elm Place & Liberty Parkway Trail) and ends at South First Place & East Ithica Place, approximately 2.5-miles.  The construction of the trail is funded by the Federal Transportation Alternative Program 75% match or $497,562 and by the City of Broken Arrow, Park Capital Fund 25% match or $165,500, for a project total amount of $663,062. 

 

At this time, plans and specifications for construction are being prepared by the R.L. Shears Company.  The trail will consist of signed bike routes with shared lane markings, 10’ wide asphalt trail, and 10’ wide asphalt side path trail.  The project will connect the Liberty Parkway Trail to neighborhoods, the Broken Arrow Freshman Academy and Sequoyah Middle School.  Construction plans and specifications are expected to be complete by January 23, 2017, and then the project will be bid for construction. 

 

In addition, the 2014 General Obligation Bond Issue provides $315,000 for a restroom at the Elm Place and Liberty Parkway trailhead.

 

2.                     Broken Arrow Creek Trail - phase II proposal.  The 10’ wide asphalt side path trail begins where Broken Arrow Creek Trail - phase I project ends (South First Place & East Ithica Place) and ends at Arrowhead Park (East Washington Street & South First Place) just under 1-mile, at a cost of $1,056,829. 

 

An application for this trail corridor has been prepared and staff will present, at the City Council’s meeting of May 3, 2016, a resolution for consideration that authorizes the City of Broken Arrow to submit a Transportation Alternative Program grant application thru INCOG requesting 75% match or $792,622 in Federal funding.  Should the application be successful then it is proposed that the City of Broken Arrow’s 25% match or $264,207 to be funded by the 2014 General Obligation Bonds - Community Trails Project.

 

3.                     The Main Street Bikeway proposal.  The proposed bikeway is planned to begin at Arrowhead Park (East Washington Street & South First Place) and end at East Kenosha Street & North Fourth Street, approximately 2-miles at a cost of $300,000.  The bikeway will connect neighborhoods, schools, parks, businesses, and The Rose District to a trail corridor reaching the Liberty Parkway Trail.  The project is planned to use signed bike routes in the neighborhood connections to Main Street, creating bike lanes on Main Street, and shared lane markings (sharrows) thru The Rose District.  

 

Being proposed is converting the 4 lanes currently on parts of Main Street to 3 lanes and using bike lanes on each side of Main Street, this would be accomplished using striping and signage.  In the locations of the bike lanes and locations of vehicles front pull in curbside parking will need to be studied and possibly converted to vehicles back in curbside parking, for the purpose of safety for the bike lane users.   Again, this will not affect The Rose District, since the bike route is planned to be a shared lane marking (sharrow) in this area. 

 

An application for this trail corridor has been prepared and staff will present, at the City Council’s meeting of May 3, 2016, a resolution for consideration that authorizes the City of Broken Arrow to submit a Transportation Alternative Program grant application thru INCOG requesting 75% match or $225,000 in Federal funding.  Should the grant application be successful, then it is proposed that the City of Broken Arrow’s 25% match or $75,000 be funded by the 2014 General Obligation Bonds - Community Trails Project.
