Background:

On January 19, 2016, the Broken Arrow Municipal Authority approved a Professional Services Agreement with Gershman, Brickner & Bratton Inc. to perform a Refuse and Recycling Survey.  On March 10, 2016, a kick-off meeting was held to discuss and plan the survey questions.  In addition to staff members, attendees included representatives from:

                     The Broken Arrow Chamber of Commerce

 

The purpose of this survey instrument is to understand the opinions of refuse customers so as to serve as a guide in the development and decision making process of future refuse and recycling services.

 

Generally, the questions will provide the following information:

 

Question  1                                           Determines customer satisfaction with current bag distribution system

Questions 2-5                                           Determines how many bags are used

Questions 6 & 7                      Determines amount and types of bulky material we might expect to have if we move to a cart system

Questions 8-15                      Determines how much double bagging is going on

Questions 16 & 17                      Determines how far the residents think we are, or are not, behind the times

Questions 18 &28                     Gauges the acceptance of the idea of a PAYT (Pay-As-You-Throw)

Questions 19-21                      Determines how important curbside recycling is

Questions 22-24                      Determines how many are currently recycling now

Questions 25-27                      Gauges the likelihood to participate in recycling

Questions 29-31                     Gauges the familiarity and acceptance in the use of a cart based system

Shepard Research has noted that it is important to conduct this survey before the end of the school year to ensure adequate participation and reliable results.

 

Staff recommends approval of the refuse survey questions and authorization to begin the survey immediately in order to collect the data prior to the summer break.
