Approval of and authorization to purchase Police Duty and Practice Ammunition from Precision Delta Corporation pursuant to the State Contract

Background:
The State of Oklahoma currently has ammunition contracts with four vendors for the purchase of ammunition, which are valid from 02/07/14 to 02/06/16. Law enforcement agencies throughout the State of Oklahoma are able to purchase ammunition at the state contract price, which is advantageous to the political subdivisions by allowing them to purchase ammunition at a lower price.
Of the four vendors, only two can process the specification/quantity needed in the timeframe by which it is needed. Those two are Precision Delta and GT Distributors. Precision Delta Corp. had the lowest overall ammunition state contract price. Precision Delta Corp. received the City of Broken Arrow ammunition contract in Fiscal Year 2014, through a sealed bid process. All ammunition was received in a timely manner and according to specifications. It should also be noted that Precision Delta will absorb any and all shipping cost which is a substantial cost savings.
In the past, GT Distributors bid a lower price on some of the individual items of ammunition. However, the overall price for the ammunition purchase would be more than Precision Delta Corp. contract price. Additionally, GT Distributors bid a faster delivery time (120 days vs. 180 days with Precision Delta Corp.). Importantly, GT Distributors has a history of failing to deliver ammunition within contract guidelines. (Example: GT Distributors was awarded the FY2012/13 ammunition bids with a 180 day time limit. A purchase order was issued on 11/28/12 and the order was not completed until 12/20/13.) Based on overall savings, delivery expectations, and past history experience, Precision Delta Corp. is the most advantageous selection for the City of Broken Arrow.
Funds have been appropriated and are available in the Police operational budget in the amount of $74,000.00 for the purchase of ammunition (both duty and practice).
