Background:

The parking lot at Nienhuis Park Community Center is currently unlighted, creating concerns about security and public safety.  The Parks Department has expressed a desire to install solar streetlights at this location on a trial basis.  If the lights perform well and operation and maintenance costs justify their use, other similar lights may be installed at parks facilities in the future. 

 

Vision 2025 funds in the amount of $38,077.99 were remaining from the previous Nienhuis Parks projects (Community Center, Gymnasium, and Swimming Pool), and an Amendment to the  Capital Improvements Agreement for the work was approved by the City Council and Tulsa County on July 21, 2015.  In accordance with the Agreement, these funds must be expended by April 30, 2016.

 

The project, including 4 double-head cobra lights in the middle of the parking lot and 15 single-head cobra lights around the perimeter, was advertised for bids on November 17 and 24, 2015.  Bids were opened on December 3, 2015.  Four bids were received.  The low bidder was Bridgepoint Electric, Inc., at $112,905.00.  The engineer’s estimate was $93,500.00. The certified bid tabulation is attached.

 

Funding for the improvements will be from the 2011 Quality of Life GO Bond and Vision 2025 Surplus Funds.  Staff recommends that the Council award the lowest and best bid to Bridgepoint Electrical and authorize execution of a construction contract.
