Background:

The case was brought before the Drainage Advisory Committee on July 27, 2026, for denial of expenditure of 2018 General Obligation Bond funds to mitigate erosion on City property adjacent to the Oaks at Indian Springs neighborhood. The Committee unanimously voted to recommend denial of expenditure of funds.

A few citizens contacted the City asking for help regarding erosion on city owned property on the south side of 517, 601, and 605 E. Shreveport St. The applicants state they have made multiple efforts over the years to minimize or eliminate rain water runoff damage to the area but have been unsuccessful in stopping the erosion. The applicants are concerned they may lose their retaining walls and fences.

City Staff conducted a site investigation of the current conditions in July. Staff noted small drainage pipes hanging of the hillside where the erosion is occurring. The drain pipes are from the applicant’s neighbor to the west, 517 E. Shreveport St., and encroach onto City property. The erosion appears to be caused by the drain pipes.

No public benefit was identified for these applications and therefore staff recommends denial of funds to address the erosion on City property. 

This area flows to the Arkansas River.
