Background:

The RFPs for the marketing services contract for FY27 were due April 30, with twenty-three proposals received from agencies nationwide.  VBA Staff and the review committee have thoroughly reviewed the submissions, including a sample exercise received from each of the five finalists. 

After careful review, VBA staff and the review committee have determined that the recommended agency of choice is Sparkloft Media. While there were several factors that went into this decision, ultimately Sparkloft Media demonstrated the clearest strategy, with the deepest understanding of Visit Broken Arrow’s current position, strategy, and vision for the future.  

Based in Portland, Oregon, Destination Marketing is Sparkloft Media’s core business.  They have worked with more than 100 destination marketing organizations and demonstrated a strong understanding of how tourism offices operate, how lodging tax-funded organizations are measured, and how to balance brand awareness with economic impact.  Their strategy was the most cohesive and focused of the twenty-three submissions, and their recommendations tied back to specific VBA priorities as outlined in the Tourism Strategic Plan.

As a small team, VBA requires a partner that can provide strategic leadership, content planning, campaign management, reporting and execution support.

If approved, VBA staff will work with Sparkloft Media and the legal department to draft the FY27 contract for final approval by the City Council.
