Background:

BACP 148 is a request to change the Land Use Intensity System designation of the Comprehensive Plan from Level 2 (Urban Residential) to Level 5 (Downtown Area) for these 0.32 acres located on the southeast corner of First Street and Elgin Street.  This property has been platted as Lots 7, 8, 9, 10, of Block 17, Original Town of Broken Arrow and is presently zoned R-3, with a Specific Use Permit (SP-137). The applicant proposes to build a new office building, with a residential theme, for leasing purposes.

 

This property is presently a vacant church parking lot (SP-137) and is designated as Level 2 in the Comprehensive Plan. Level 5 is necessary to accommodate office use.   This request is in compliance with the Comprehensive Plan and the residential neighborhood design standards of the Downtown Master Plan. 

 

BACP-148 was reviewed by the Downtown Advisory Board (DAB) in their meeting of March 10, 2015, and unanimously recommended for approval, as well as the abrogation of SP-137. The Planning Commission, in their meeting of December 17, 2015, reviewed and unanimously (3-0 vote) recommended that BACP-148 be approved and SP-137 be abrogated. There were no protestants.

Recommendation:

Approve BACP-148 in accordance with the recommendations of the DAB, Planning Commission and Staff.

Abrogate SP-137.
