Background:
On August 28, 2018, the citizens of Broken Arrow approved a General Obligations (GO) Bond for $210 million. It was anticipated that that the bond would be issued over a 10-year period. We are currently in year 6 of the 2018 GO Bond. Due to the City’s net assessed value increasing higher than projections, we now anticipate completing the 2018 GO Bond in 2026. With that in mind, City Staff is starting to prepare for a new General Obligations Bond vote to take place in the Spring of 2026. It is anticipated that this bond will be the largest the City of Broken Arrow has ever had at an estimated $300+ million.
To prepare for the 2026 GO Bond, City Staff solicited proposals from consultants to help with Bond planning and cost estimates. The selection committee interviewed three potential consultants and made a unanimous decision to recommend Jacobs Engineering Group, Inc. as the final consultant to negotiate a contract with.
In this contract, Jacobs will help compile data on all of the potential bond projects that have been provided. They will perform preliminary evaluations and programming on each of the potential bond projects and provide high level cost estimates for each.
City staff negotiated an agreement with Jacobs Engineering Group Inc. to assist with Bond Program Planning. The agreement is for $449,317 and is to be billed on an Hourly, Not to Exceed basis.
