Consideration, discussion, and possible approval of and authorization to execute an agreement for automatic aid in fire protection and first response and mutual aid in fire protection and first response between the City of Coweta and the City of Broken Arrow

Background:
The City of Broken Arrow and the City of Coweta have jointly identified unincorporated areas in Wagoner County that are served by each city’s respective fire department. Within the Coweta Fire Department’s response area there are various areas where a Broken Arrow Fire Department response unit may be closer than a Coweta Fire Department (CFD) response unit; and there may be various areas within Broken Arrow’s response area where a Coweta Fire Department response unit may be closer than a Broken Arrow Fire Department (BAFD) response unit.
Both the Coweta and Broken Arrow Fire Departments have worked together to forge a working relationship to provide the citizens in these areas the best response possible utilizing existing available resources while also increasing the safety of all firefighters working on emergency scenes in these unincorporated areas.
For priority one medical emergencies (life threatening emergencies) and all structure fires, each city has agreed to respond the closest suppression unit, if available. However, neither party is required to dispatch equipment or personnel to a fire protection or first response incident located more than five (5) miles from its closest fire station.
Additionally, Broken Arrow has agreed to provide “Backfill Capability” to the City of Coweta. A Broken Arrow unit and associated personnel, if available, may be dispatched to provide backfill at Coweta Fire Station(s) and/or emergency response to incidents during times when Coweta Fire Department Resources are depleted for an extended duration due to one or more incidents.
Lastly, the agreement will memorialize the current practice of BAFD and CFD providing converging response on incidents located on divided highways in each other’s jurisdictions.
The City of Coweta and Broken Arrow both understand that the opportunity and probability for Coweta to provide any reciprocal services to Broken Arrow are limited, so Coweta agrees to pay Broken Arrow a flat rate of two-thousand-five-hundred dollars ($2,500) per month for response services rendered by the City of Broken Arrow Fire Department.
January 1, 2025, through December 31, 2025, shall be a pilot program to evaluate the demand of services and the benefit to both cities. After December 31, 2025, the cost will be reevaluated by the parties on an annual basis.
