Background:

The Broken Arrow Municipal Authority previously approved the purchase of four (4) McNeilus 2516 REL Rear Loader Trash Trucks from Siddons-Martin Environmental Group through the Sourcewell Cooperative Purchasing Contract in the amount of $1,038,104 under Agenda Item No. 26-598.

Following approval, staff identified that the pricing presented to BAMA inadvertently omitted the cost of the five (5) year extended warranty coverage for the vehicles and equipment. This amended agenda item is intended to revise the previously approved purchase amount to include the five (5) year extended warranty coverage for the four rear loader trucks.

The revised total purchase amount, including the five (5) year extended warranty coverage, is $1,063,184. Funding for the additional warranty cost is available within the previously approved budget amendment, and no additional budget amendment is required.

No other material changes to the purchase are being requested.

Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding that established by the state purchasing agency, any other state agency authorized to regulate prices, or through purchasing consortiums.

In addition, Section V.d of the Broken Arrow Purchasing Manual authorizes purchases from state contracts or other purchasing consortiums, noting that such purchases eliminate the need for formal competitive bidding. Sourcewell qualifies as a purchasing consortium under both the Code of Ordinances and the Purchasing Manual.

Staff recommends approval of the amended purchase amount to include the five (5) year extended warranty coverage.
