title

Approval of and authorization to execute Amendment No. 3 to Professional Services Agreement with Jacobs Engineering Group, Inc. for the Regional Metropolitan Utility Authority (RMUA) Haikey Creek Wastewater Treatment Plant (WWTP) Biosolids Improvements (BAMA Project No. HC21020, RMUA Project No. RMUA ES 2020-11)

Background:

RMUA and BAMA representatives selected Jacobs Engineering Group, Inc. (Jacobs) in 2022 to update the Hakey Creek Wastewater Treatment Plant (HCWWTP) Biosolids Master Plan and Facility Plan and design the chosen alternative. The design of the Biosolids Facility was completed in June 2026. This project is for the construction of aerated static pile for composting of biosolids. Currently the HCWWTP has to haul it’s unprocessed sludge to City of Tulsa’s Southside WWTP for processing. This project will allow for HCWWTP to process its own biosolids and operate independently. The City of Tulsa advertised the project for bids in June & July 2026 and bids were opened July 24th, 2026. Construction is anticipated to take 730 days, and Amendment No. 3 is for Jacobs to perform construction phase services during the first year of construction including but not limited to reviewing submittals, responding to RFIs, attending site visits/progress meetings, etc. Construction is anticipated to start in November 2026.

Amendment No. 3 is for $911,576.00 bringing the total Agreement amount to $5,759,458.59, the cost of which will be evenly split between the City of Tulsa and BAMA.

Cost:                                                                $455,788.00 (BAMA’s cost)

Funding Source:                     OWRB Loan
