Background:

In 2008, the City began applying for allocation of Federal Surface Transportation Program (STP) funds from Indian Nations Council of Governments for the widening of 23rd Street from Houston Street to Kenosha Street including the replacement of the bridge over SH51.  To date the City has accumulated over $11,000,000.00 of Federal STP funds which could be used for all necessary details (i.e. engineering design, right-of-way acquisition, utility relocation and construction) for the project.  In order to receive the federal funding which was allocated to the project, City Council approved approximately 20% match of $2,164,885 to be used towards the project in September of 2022. 

The project is currently under construction with portions of the bridge and roadway already built.  However, unforeseen field condition and circumstances including poor soil condition, and abandoned utility conflicts have significantly increased costs.  Additionally, changes in existing conditions between plan finalization and construction have created new obstacles for roadway tie-ins and utility relocation construction.  With these changes, the project is anticipated to be nearly $1,500,000 over budget.  City staff requested a funding transfer of $1,500,000 STP money from the ST21130 Washington Street widening project (9th Street to 23rd Street) to offset the deficit.  Approximately $3,400,000 will remain for construction of the previously mentioned Washington Street project.

Staff recommends approving the supplemental project agreement between Oklahoma Department of Transportation and the City of Broken Arrow for construction of the project.
