Background:

In 1970 the City joined the Oklahoma Municipal Retirement Fund (OMRF) to provide a retirement program to employees who were not members of the Police and Fire pension programs.  In November 2012, a City Manager defined contribution plan was established with OMRF.  The Master Plan and Joinder Agreement for this plan have recently been updated and approved by the Internal Revenue Service (IRS).  In addition to the IRS required changes, a change to allow for a daily recordkeeping platform has been made.  The attached chart summarizes the changes made to the plan.  The IRS requires the plan members to formally adopt the new plan language.

 

The Council previously adopted Ordinance No. 3356 on August 4, 2015, without the Emergency Clause.  The number of pages in the attachments to the ordinance, however, necessitate adoption of a corrected ordinance with the Emergency Clause.  This action will result in considerable savings in publication costs as the ordinance can be published by title alone.  Staff recommends that the Council adopt Ordinance No. 3356 -  Corrected and approve the Emergency Clause.
