Background:

On February 9, 2017, the City issued a purchase order for 110 Self-Contained Breathing Apparatus (SCBA) and pertinent accessories/equipment from Casco Industries, Inc. (Casco) at the cost of $743,607.00.  Broken Arrow Firefighters have had numerous issues with these SCBA’s, including firefighters experiencing PASS false alarms, causing the SCBA packs to lock out. Cadets have been also experiencing issues with the exhalation valves causing them to breathe forcefully into the mask to obtain air flow back through the 2nd stage regulator. These faulty SCBA’s present undue risks to both the City of Broken Arrow firefighters and citizens they serve. 

 

In addition to the identified, serious problems with the units, Casco failed to provide the SCBA’s within the deadlines set forth in the bid documents.  As such, Casco is in breach of terms of the bid specifications and purchase order. As a result, City Staff is recommending that the City terminate the purchase order and return all SCBA’s and compatible components.  The Legal Department has drafted a letter to Casco advising of this decision.
