Background:
The Fire Department is requesting to start the process of re-mounting and re-furbishing our 2018 AEV ambulances. Council approved $540,000 of American Recovery Plan Act (ARPA) funds for remounting the three (3) 2018 AEV ambulances in the FY 2023 Budget. The Fire Department’s goal is to start one re-mount now, then send the next 2018 ambulance to be re-mounted when the first ambulance returns. Each re-mount has an anticipated turnaround timeframe of 90-120 days once the unit has been delivered to SERVS.
The Broken Arrow Fire Department developed a plan in 2017 to purchase twelve (12) ambulances over the course of 4-5 years. The plan was to purchase high quality ambulance patient boxes/compartments with a substantial warranty. The patient boxes/compartments would then be moved to a new cab/chassis as the mechanical components of the original cab/chassis began to deteriorate. The benefits of similar ambulances are uniformity and consistency, improving familiarity for our firefighters, paramedics, and fleet personnel.
The Fire Department’s three (3) 2018 AEV ambulances have all exceeded 100,000 miles and 300,000 engine hours. These three (3) ambulances are the first of the twelve (12) ambulances to be remounted. Replacing the cab/chassis and re-furbishing our existing patient boxes/compartments will allow the Fire Department to refurbish these ambulances to like-new status for significantly less than a traditional total replacement cost. The cost for re-mounting this first ambulance is approximately 35% less than purchasing new, based on the cost of the initial purchase from 2019.
The Fire and Finance Departments have sought opinions from numerous sources (including Crawford and Associates) to confirm that ARPA funds may be expended on ambulances.
The quoted cost from Professional Ambulance Sales & Service, DBA SERVS for the remount of unit 1810 was $125,433.00. The existing Ford 550 cab/chassis will be traded in for a credit of $10,000 for a net cost of $115,433.00. This price is based on the current condition of Squad 6 (Unit 1810) and could vary for future re-mounts based on the condition of the ambulance at that time. Three Ford F-550 cab/chassis were found and previously purchased by the city at the December 6, 2022, City Council meeting specifically for this purpose. The first of those three (3) cab/chassis will be used in this re-mounting process.
The Fire Department will be utilizing the same BuyBoard procurement contract as was used for purchases in the past for ambulances from SERVS. The BuyBoard contract covers re-mounts and meets the criteria required for competitive bidding, the Oklahoma Competitive Bid Act, and City purchasing policy.
