Consideration, discussion and possible acceptance of the Broken Arrow Fire Department Analysis Study completed by the Ludwig Group

Background:
As part of the 2014 Capital Improvement Planning process, Fire Administration identified the need for a comprehensive fire station location study. The purpose of the study was to develop a geographic and data driven model that would identify the best locations for current and future fire stations. This data driven model would take into consideration response times, service areas, NFPA standards and ISO criteria. Proposals were obtained from three (3) different professional emergency service consulting firms to conduct the study. On May 20, 2014, following receipt and consideration of those proposals, at the recommendation of Fire Administration, the City Council approved retention of The Ludwig Group, LLC, to conduct the study.
After multiple conversations with Fire Management, extensive geospatial analysis of response data and a site visit to view possible future fire station locations, The Ludwig Group, LLC submitted their finalized report in August of 2015. A copy of that report is attached to this agenda item. The purpose of this agenda item is to allow the Ludwig Group, LLC to present their findings and recommendations to Council and, to afford Council the opportunity to consider, discuss and accept the completed study and report.
