Background:                                          

The Institute of Building Technology and Safety (IBTS), a not-for-profit 501(c)(3) resource organization in conjunction with the Indian Nations Council of Government (INCOG), a voluntary association of local and tribal governments in the Tulsa metropolitan area, have partnered through a regional agreement to offer building department services to jurisdictions.  Using boots-on-the-ground staff, their services will help streamline government projects, reduce risk for non-compliance, and free up valuable budgetary resources.

City staff requests utilizing IBTS services for a new 72,000 square foot shopping center at The Shops at Broken Arrow located just north of the Broken Arrow Expressway and east of 9th Street.  IBTS is currently contracted with the City for plan review and inspection services on the Stoney Creek Hotel and Conference Center.  We can use both projects as a side by side comparison for competitive costs for services.  The City Development Services department will oversee the management of the services by IBTS. 

The costs of plan review and inspections are a total of $9,110.00.  Fire suppression and fire alarm plan review and inspections are not part included as part of this service.  City staff see this as a good joint venture service that will provide timely reviews (10 days or less) and timely inspections for this project by allowing current staff to handle the high workload of other smaller projects needing plan review and inspections.                     

City staff recommends approving the service agreement with IBTS for building plan review and building inspections.
