Background:
On April 4th, 2023 City Council authorized the application for a Federal Transit Administration (FTA) Section 5310 to request funding for contracted micro-transit operating services.
Broken Arrow Micro-Transit is an on demand, curb to curb public transportation program. The City of Broken Arow launched this program, in partnership with Metro-Link Tulsa (formerly Tulsa Transit), on March 18th, 2024.
Broken Arrow Micro-Transit meets people where they are, and takes them where they need to be, within the limitations of the pilot program geographic boundaries. This program is an affordable public transportation with a cost of $2 for a 3 hour ticket, or $4 for a day pass. Additionally, the program is free for all veterans, super seniors (75+) and minors (18 and younger), and we offer discounts for our seniors (65+).
We were informed on August 16th, 2024 that INCOG approved $250,000 toward our application for Section 5310 to enhance mobility for seniors and individuals with disabilities. Since these funds are available for third party contracting costs (payments to Metro-Link Tulsa) these funds are available with a 20% local match, which was authorized with the application in 2023. The funds for the 20% match ($50,000) are made available in the General Fund (Account No. 1101700-540280).
This contract requires the city to spend the 20% match, which is required. These funds will supplement current funds already allocated for the micro-transit program.
From April 1st- July 31st, the city of Broken Arrow has saved $31,717.31 from the Tulsa Transit 508 and bus routes, which is approximately 50% of our total cost for the same time period ($65,119.26). This decrease in cost came at the same time period where we saw a 276% increase in ridership.
