Approval of and authorization to execute an Order Form, and other necessary documents with NeoGov for a co-subscription for software and subscriptions through June 30, 2026

Background:
The city has been utilizing GovernmentJobs.com, Inc. (dba NeoGov) to provide human resources and enterprise resource planning to help manage day-to-day business activities to include recruitment, onboarding, training, electronic forms, and performance management.
Our current subscriptions and software programs through NeoGov, which include the Biddle software, learn subscription, insight subscription, governmentjobs.com subscription, candidate text messaging subscription, perform subscription, onboard subscription, new hire export subscription, and single sign on subscription are all due on varying dates throughout the fiscal year. Each piece item is an important piece in the day-to-day business activities for the human resources department staff, employees, and outside employment candidates.
• Biddle provides testing for candidates in various positions throughout the city.
• Learn provides training opportunities for current city employees with an existing library of NeoGov documents, and the ability for us to create our own training programs and import into the online library for our use.
• Insight is the recruitment module which tracks available employment opportunities and automates the entire hiring and selection process for all city departments.
• Governmentjobs.com is utilized for applicants to apply for available positions and sign up for job alerts for interested positions.
• Candidate text messaging allows communication with candidates throughout the recruitment process.
• Perform is the performance module which provides employees and supervisors to understand and track performance.
• Onboard, along with the new hire export subscription, is the onboarding module for candidates and integrates digital paperwork into our HRIS/ERP system.
• Single sign on allows users to log in to multiple NeoGov applications with a single set of credentials which streamlines the login process and enhances security,
NeoGov is the leader in on-demand human resources software for the public sector. NeoGov's mission is to improve the services public sector agencies deliver to society by improving the way agencies attract, hire, and retain the most qualified workforce. By expanding the services offered by NeoGov, many of the manual recruitment processes will become more automated, which will result in more efficient and effective processes.
Funds are budgeted in the Fiscal Year 2025-2026 Human Resources Department budget.
