Title:

title

Approval of and authorization to execute an amended Professional Transportation Services Contract with the Metropolitan Tulsa Transit Authority (Tulsa Transit) to provide public transportation services for Fiscal Year 2027

End

Background:

Broken Arrow Micro-Transit is an on demand, curb to curb public transportation program. The City of Broken Arow launched this program, in partnership with Metro-Link Tulsa, on March 18th, 2024.

Broken Arrow Micro-Transit meets people where they are, and takes them where they need to be, within the limitations of the pilot program geographic boundaries. This program is affordable public transportation with a cost of $2 for a 3-hour ticket, or $4 for a day pass. Additionally, the program is free for all veterans, super seniors (75+) and minors (18 and younger), and we offer discounts for our seniors (65+).

The city, in partnership with MTTA, has successfully implemented Phases 1 and 2 of the pilot program. Earlier this year, discussions were held with MTTA regarding the implementation of Phase 3, the third and final phase of the program. This phase is intended to expand existing services by introducing additional weekend operations on Saturdays and Sundays from 8:00 a.m. to 12:00 p.m., further enhancing service availability and accessibility for residents.

During these discussions, MTTA indicated that current driver staffing limitations would prevent the implementation of Phase 3 during the current fiscal year. Specifically, MTTA does not have a sufficient number of available drivers to accommodate the proposed expansion of weekend services while maintaining its existing operational commitments.

MTTA has expressed its intent to evaluate potential staffing and operational solutions to address these limitations, with the goal of implementing Phase 3 during the next fiscal year, July 1, 2027, through June 30, 2028. The city will continue to coordinate with MTTA to monitor progress, evaluate implementation opportunities, and work toward the successful completion of the pilot program as resources become available.
