Approval of and authorization to execute a Professional Consultant Agreement with R.L. Shears Company, P.C., for Schematic Design of Downtown Main Street Streetscapes, Phase IV
End
Background:
Phase IV of the Downtown Main Street Streetscapes is a 2014 Streets General Obligation Bond project, with additional Vision 2025 surplus funding tentatively approved by Tulsa County. The project encompasses Main Street from Fort Worth Street to Dallas Street and from College Street to Detroit Street. The consultant had prepared a design for the Phase IV improvements prior to the construction of Phase III from Dallas Street to College Street, but since then additional requirements have been identified, including addition of a Gateway feature at Main Street and Kenosha, an additional mid-block crossing at the Farmers Market, a possible traffic signal at the intersection of Fort Worth and Main Streets, moving the Centennial Clock from the Farmers Market to another location, drainage improvements, and additional signage, street striping, and curb improvements at two locations. R.L. Shears has submitted a proposal for producing a schematic design of these additional requirements, and a Professional Consultant Agreement has been prepared for the schematic design (attached). Upon approval of the schematic design, an amendment to the agreement will be prepared and presented to the City Council for approval. A separate agreement for preparing construction bid documents for the proposed fountain at the Farmers Market is also on the City Council agenda.
Funding for the design and construction work will be from the 2014 Streets GO Bond and Vision 2025 Surplus Funds.
