Background:

COA-002750-2026 is a request to amend the platted limits of no access on S. 9th St. (Lynn Lane/177th East Avenue) for an Industrial Light development. The property has been platted as Lot 4 & 5 Block 1 of Lynn Lane Plaza East, is zoned IL (Light Industrial) and is located approximately one-tenth mile south of E. Houston St. (81st St.) and just east of S. 9th St. (Lynn Lane/177th East Avenue).

 

The recorded plat for Lynn Lane Plaza East has a Limits of No Access (LNA) access along the 9th Street frontage except for 40’ access as shown on the attached exhibit. The applicant is requesting to move the 40’ approved access 40’ to the north to align with the site drive between Building A and Building B.

 

Neither the original access or proposed access can meet the driveway separation minimum of 200’ of minimum separation for non-residential driveways on an arterial street referenced in Section 6.47 of the Engineering Design Criteria Manual; however, the proposed access will improve vehicular circulation within the site. This Change of Access request was heard by the Technical Advisory Committee on April 14th, 2026, where none of the stake holders had any comments.

 

During the meeting held April 23 20, 2026, the Planning Commission recommended approval (5-0) of COA-002750-2026 per Staff recommendation.
