Background:

The Broken Arrow Historical Museum located at 400 South Main Street has been plagued by stormwater leaks for the last two years.  In June 2015, Engineering and Construction Department (E&C) engaged BKL, Inc., to investigate possible sources for the leaks and recommend remedial actions.  BKL has determined that the primary source of the leaks is the doors which open onto the third floor.   The best way to prevent the stormwater intrusion into those doors is to provide a patio canopy that will intercept blowing rains.  An added advantage to this solution is that museum patrons using the open third floor patio would be protected from the sun and weather.  On December 28, 2015, BKL provided a proposal to design the third-floor patio canopy, and E&C prepared a Professional Consultant Agreement, which is attached.

 

BKL has made other recommendations to repair minor leaks around windows and other openings in the Museum walls, including replacing joint sealants at all openings and installing drips on the window and door lintels.  The sealant replacement will be contracted while the patio canopy is being designed.  Other repairs will be contracted when the patio canopy is added.

 

Funding for the design and construction work will be from the 2011 Quality of Life GO Bond.  Staff recommends that the Council approve the Agreement for Professional Consultant Services and authorize its execution.
